12K means at least 20% less.... an as we have seen, higher leagues can get over 17K, so even more of a difference... but yes, your right, could be worse, its just like regular games only the ceiling is lower..

Also: imagine 12K in a "perfect 13,5K" stadium -> it a huge benefit for the lower division -> so everytime a "new team" complains about low income -> hey guys, just make some observations, money is easy to earn
