Since you can't wait until you developed his physicals and the players is not very smart but has already strength 14 maybe a DL, OLB or a TE.

OL personally only because he has high stg to start with if he goes on OLB or DL his speed might be too low.

Lack of intelligence and consistency says he'd be best as a DE, TE, or WR. Given his initial strength, TE or DE looks the way to go.
