When is it worthwhile to invest in a club shop?

Imo:

A) Once you have full VIPs/Executive seats, and are in Division 3 or higher.

B) Any time after you have a 36k stadium capacity.

Only thing I would add to this is that you think you will be in the top 5 once you are in Division III

Club shop can still bring in decent money if you're in Div IV as long as you are ranked near the top of the league. My club shop is bringing in just under $40,000 each week.
Before building the club shop, you should have all VIP and Exec seats at least, fitness center and training hall. Just my opinion though.

Yep, basically, if you're near the top of your league, then it can't hurt to have it at Div IV either. You just have to win enough to offset the 30% loss from being 3 div's below TD
