Will QB with int. 12-13 play much worse than QB with int. 17-18?

I have seen low talented and stupid as a doorknob QBs put up probowl numbers, so I think intelligence only adds a very small factor. With that said, nothing wrong with playing it safe and getting a clever QB

I would bet against a a 20 int 12pass Qb rather than 17 int 15 pass Qb with the same vision/agility/fw/exp(/tackling )

Well I guess similar to the WR CB comparison (To see the effect of speed you should apparently "use a 1 speed grampa Wr against 20 speed CB" ), a 1 int 20pass Qb might perform worse than a 20 int 20 pass QB

with low passing skill i doubt it will show much difference, but i hope at high skill it starts to show.
