So is the idea with Tactical Training, that you put your player that you want the most focused training on in tactical training and train whatever skill he needs for his role on the team. It will train fastest?

well in actuality yes tactical training will occur at a faster rate than any other skill set just because it is a two skill grouping less skills to spread around so less points needed to make a greater improvement.
