I noticed that I don't get an illegal formation if I leave an OT with no TE or WR on the line outside of him. Is that a requirement in GI?

No, you don't have to have OTs, but I highly recommend you do.. If you want to pull people out of the OL, you can get away with OGs, but you will need more blockers in the backfield, imo.

Think the OPs question was on leaving the OT in, but not covering him.

For example, WR (L), TE (L), full standard O line, FB (C), HB (C), FB (L) would make a stacked power I formation, and would be legal.

... Although in real life, that would make the RT an eligible receiver and the TE not (covered by WR), so it would be an odd one - but in GI it's fine.

uncovered as in the OT being the last man on the line. GI doesnt consider these stuff.

u just need 7 men on the line including the TEs and Wrs
GI lets you play with 3 ol and 6 eligible receivers.
