Well going by the the READ THIS FIRST article:

BPOS works essentially like a generic extra primary skill.

So comparing them:
5 kick rating + 13 (1.5 BPOS translates to a 13 according to the guide)
7 kick rating + 12 (1 BPOS translates to a 12 according to the same)

Very nearly equal @ 18 vs 19. I'd be inclined to decide on talent & salary. Especially as a young team, if he has a lot of high stats that aren't going to be used as a kicker, that's dollars that could be bringing more seats!
