Neither. lol. There is a 1 in 3 chance that the first time he would reach the next skill point level he would pop. If he doesn't, the points go back like he just popped from to the previous skill level and he tries again. If he does make the next skill level, there is then a 1 in 5 chance he will pop when he reaches 100 training points. If he does, there is then a 1 in 10 chance, and then a 1 in 20.

Example:

Player has 2* of talent. He can reach 14 easily. At 14 he now has a yellow star. Let's say you train the player until he reaches 14.92 points.

14.92(current skill point) + .55(points from training)
= 15.47 if he does pop
or
= 14.47 if he does not pop

everytime he reaches the threshold between 14 and 15, there will be a 33% chance he will pop to 15.

Okay...so after a couple of bits at the apple, its pretty unlikely.

Does this apply to talent/BPOS as well? Could a player with 3-star talent theoretically get to 5-star BPOS by getting their BPOS up to 19 or 20?

No, as long as the star is still yellow, the same %'age chance applies. It just depends how many weeks you want to give it a go, while sacrificing raising other skills
