If another NT manager reach his 50 player limit and find 1, 2 or 7 players he really need he could fire the 'good' 7 players and be in almost same position as the manager we are talking about now.
In that situation, he could expect to have 20 new callups too, why not? its still the first NT!

So to avoid abuse I would say:
4) increase the total number of callups for all NT managers to 70
