So, in a players training stats, when a skill bar reaches max(into the green at the end) this means this skill is capped?, and cannot go any further. And if so he cannot gain any more increase in skill.

No, when the bar is filled the player's skill increases by 1. If the green star at the end turns red, the skill is capped and can never further increase. If the star turns yellow then his talent cap has been reached (10+ no. of stars*2, e.g. a 3-star talent soft-caps non-physicals at 16) and there is a small chance of further improvement
