Weird. I value Speed higher on my CBs than on my FSs So depending on his Strength I would probably keep him at FS.

Well, according to guidelines speed is a primary skill for freesafties.
So, since your player already has a bpos SF, there is no reason to move him, unless your in need for a cornerback.

speed i think is important for FS, however i'd favour str for them over speed as you need them to be your most reliable tacklers (ast line of defense)
If he has low str. then possibly consider moving him over to CB

I don't want to dispute the need for a good FS, nor that Speed and Strength is important. But the statement that they are the last line of defense is wrong in my opinion. This game is built around two missed tackles equals a touchdown (on pass plays at least). So to me the safeties are not last line of defense, but just another defensive player that needs to be as good as the rest of the defensive players, apart from the defensive line players.
And that is the entire problem of balance between offence and defense. You can be successful with two players on offense, a quarterback and a receiver. To cover that the defense needs at least 6 good players. On top of that it seems that the defensive players need to be good at more skills than the offensive players, making it even more difficult!

This game is partly based on each manager determining what min speed is acceptable for each position. Same with strength. In this example you have a player with 17 capped speed, that is the min acceptable speed I would take at SF. 18 is the min I would accept at a CB prospect. Personally, I require my players to attain the min before I will consider them for a position and start raising their bpos there. For the player you mentioned, I would not consider him for CB. I think both the CB and the SF benefit from 13 or higher strength too, but I would take a lower strength at CB before SF. I would suggest that all new players assign minimum acceptable speed and strength for each position and move forward with all positions on that basis. Of course, you may adjust the numbers as you determine necessary or note from your teams progress in game performances. There have been topics on min speed/strength by position already done, so just look them up if you want some help or opinions
