By scouting your opponent, you can key into where they most often run and where they most often pass. You can get a sense for this by carefully analyzing past games in the match archives and/or scouting their players. I believe since safeties are the last line of defense to preventing TD's, the thought process is to equally shut down both the passing and running as best as possible.
