I don't know that it is written anywhere, however, there have been many forum topics about it and the consensus is that you should keep your players above 90% energy in order for them to play to their potential. Less than 90% and they are penalized in some secret manner. The admins have posted in these discussions that it is recommended to keep them above 90% if you plan on playing them

I wish you could set training intensity individually for each player. That way I could drill my youth projects into the ground without affecting my starters. Oh well, as long as everyone has the same disadvantage.
