I don't have a definitive answer to this but my guess would be that that consistency does not effect the intelligence pass / rush defense decision of the ILB.
Evidence - the last few weeks I've been scouting the players of successful teams and the QB on the most successful team last year has surprisingly low consistency - that would imply (but not confirm) that consistency does not effect his pass / rush offensive decisions.
So I would think that consistency would then come into effect as the play unfolds after the ILB / QB decision.

Experience - this has been discussed before and yes in RL would be a factor but nothing confirmed in this game. All that we know for sure is that it increases the rate of TC growth.
However, going back to my scouting of top teams the majority of their starting players have very high experience. Is this a factor in success or just a coincidence because the players have a lot of gametime (they all have high BPOS)? I'm not sure.
