What would you see as the least passing skill a QB would need in order to execute a rasonable passing game in division V? i.e. maybe working off 50% pass/run and getting ~33%+ completions

For me at least a 7, but bear in mind you could have the best QB on the planet but if your WR's can't catch a cold then you are stuffed

if you QB has 7 passing, and your receivers have 7 catching. you would have this formula when your receiver is open and your QB sees him:
[7 (passing) + 7 (catching)]/[ 20 (potential passing) + 20 (potential catching)]
Thats 35% completions if your WRs get open (maybe vision and position of them verses that of the defense?) and if your QB sees them (intelligence and vision?)
I think thats how it works...

later in the game, Passing (closely followed by catching) is the most important attribute
