I tried cutting back after all my stadium expenses by putting my 2nd TE at DL, until I got a youth DL better than my other ones.

that's easy toexplain
1.) if a player plays two positions, he gets exhausted faster, and therefore performs at a lower leve lat both positions.
2.) if you play a player at two different position (except punter and kicker, or cornerback and special team cb), he only gains positional rating at one of those two positions. the exception, as stated previously is kicker and punter and CB and STCB. if a player plays both those positions, he can gain positional rating for both. also, exhaustion isn't as big of a factor.

Player gets only 1 position rating gain per game. Player in CB and STCB will get same position rating gain for CB, as by playing either CB or STCB.
Same goes for kicker/punter.

Almost the way I did it, except I am not that fussed about team work. I rather want good consistency and intelligence. This is a long term plan.

i agree here
low tw can be made up easily with good coaches and training center
low consistency or intel cant

I guess you mean neither of those two positions.

You are definitely right, but at the beginning level there is no money to have good coaches. A player with team work 20 developes two times faster than a player with team work close to zero.
