Then why not give those clubs at the higher levels to new joiners to the game?
It's all fairly random anyway - and there's no reason why someone should get a significant advantage just because they joined a week before someone else.
As someone else already said, we ideally want the top divs full of real players and the lower divs full of bot teams.
