No, this would give the teams that won the first season a much larger inherent advantage than actually starting out with teams in the top. If we all start at a low level it would take 5 seasons for the third tier to fill up, 6 seasons for the second tier, and 7 seasons for the top division. It would also mean that the AFLC would be half bot the first season of it's existance making it a fairly good chance that the teams that won the cup would only need to beat out 7 other teams to win a serious chunk of change. At least this way the odds are pretty good that the top divisions will be filled with human squads next season, and the bots will filter down rather quickly with three demoting squads.

Check the history of each bot team in the top levels. When a user becomes inactive for some time, he loses his team.
