I have a player that has 70% energy. and his weeks at the club are 0.
Will his energy ever get better?

He has zero weeks at the club because you just bought him. It has nothing to do with his energy level. That's dependent on training intensity. Please see FAQ-Training.

And yes, it will get better eventually.
