3 way tie is still head to head. if it still comes out like a rock-paper-scissor situation where A beat B, B beat C, C beat A, then we can go onto PD. but head to head should always be first

If you translate active to "they post", then you are right...if "active" means "they read, and respond if they feel it is needed", then you're wrong! IMO

On the second section, then yes I could be wrong, but we don't know since it hidden behind closed doors. It's all about our personal opinions based on personal experience and we have different opinions about this issue.
