The real problem with this is the relax rule.
The tie-break is PD so there should be no relax rule.
Incredibly even Scotty and Bones have agreed with Spock about the illogicallity of this GI phenomenon!

I agree it should be head-to-head, there can't be many things more frustating than a human team turning bot and screwing up the PD tie-break for other teams.
Any teams involved in a head-to-head at the end of season are unlikely to be bots.

This breakdown is similar to what the NFL in America does. I took out tiebreaker rules that wouldn't apply. I'm not listing these as a suggestion, but just for reference of priority that the NFL uses. Although, I think that head-to-head should definitely come before point differential.

1. Head-to-head (best won-lost-tied percentage in games between the clubs)

2. Strength of victory (the combined won-lost-tied percentage of all the teams that a club has defeated).

3. Best combined ranking among divisional teams in points scored and points allowed.

4. Best combined ranking among regional teams in points scored and points allowed.

5. Best combined ranking among all teams in points scored and points allowed.

6. Best net points in all games.

7. Best net touchdowns in all games.
