If I say to try a field goal at 4th down when distance < 30 yards, does that mean that the distance to the end zone actually has to be < 23 yards?

Correct! (well in fact, they do not take in account, that there is an additional 10 Yards because of the end-zone-size-depth)

No - it is simply the distance to the endzone - the 10 yards of the endzone to not count for distance (GI Endzone does not exist... it is just the line with the goal poles standing on it - old style American Football)

They should probably change it. It hasn't been like that (goal posts on the goal line rather than the end line) for more than 35 years and longer in college ball.

When I first started watching football I saw the goalposts make some bone jarring tackles. As well as being a handy pick for receivers to rub DB's off against.
