What determines whether a bot team's players become free agents or not? Is it random or is it the ones with higher skills/talent levels or something else?

I thought it was a random thing. I thought I remember reading a post about it but i have no clue where it is now!

Yeah it's random. Same if you fire a player. There is always a small chance that they become available on the transfer list, of course you wouldn't get any of the money.
