BPOS and Rating in general. I find its only worth doing if your in a bidding war

Correct. But don't forget that you also see the player's rating at each position, which is helpful to know when you're going to change his position.

It is correct, that it was wrong

You go for rating per position and talent and skills when asking for a scout report, not less, not more..

Other situation is if you receive the scout report for a transfer listed player, then only rating per position and talent is the difference, because the skills and BPOS are shown for TL-Players...

Its worth it if you're considering buying an expensive player. If you're buying somebody in the $5k range, its kind of a waste, IMHO.
