I have an HB that has great skills and plays great, but his rating is only two stars and his talent is one star, should I keep him or am I just wasting my time.

He is maxed out is both, because of his talent. So it might be a good idea to find a better talent and start to build his skills along with the positional rating through friendlies and bot games. Eventually you will have an even better running back.
