To a cap a skill usually refers to the fact that a player's Strength or Speed cannot improve any more. The limits however are hidden. It's often a surprise for non-supporters when they train for 2 weeks and realize it was in vain because their player didn't increase his strength or speed.

So should I expect Strength and Speed to be increasing at least every 2 weeks? Or is that dependent upon my # of fitness coaches and my ownership or lack thereof of a training hall?

Yeah, sorry I didn't really specify that. With a fitness coach of 20, a fully upgraded training hall, and a fully upgraded fitness center, a player focused on training a fitness skill(strength, speed, or stamina) should gain a skill point roughly every 2 weeks.

I'm gonna go ahead and guess that with only 2 fitness coaches, no training hall and no fitness centre, it's gonna take quite a bit longer to raise a skill point in speed, strength or stamina, and even longer on players with poor teamwork. Right?

You need 100 training points to increase a skill. A player below age 28, with average teamwork (10), average training and a trainer with skill 1 gets 14-18 training points each week.

If you train this player for fitness with focus on strength, 10-14 points will go to strength each week, which means strength would increase every 8-9 weeks.

There's a very detailed description of training in the FAQ.
