As I understand it, the talent level dictates how high you can train your skills. The position rating is based on how your player plays at his position, this comes from game experience....I think...

I would say that the 2nd option is overwhelmingly more successful. The player will slowly adopt their new position as their "best position" while having skills more suited for this in the long run. Hope this helps!
