It is possible, it's just that much harder for the player to achieve that.
If a player is at his maximum then he has 1 in 3 chance to gain a point/level.
If a player is at his maximum + 1 then he has 1 in 5 chance to gain a point/level.
If a player is at his maximum + 2 then he has 1 in 10 chance to gain a point/level.
If a player is at his maximum + 3 then he has 1 in 20 chance to gain a point/level.
It is impossible for a player to go more than 4 above his maximum

Thanks! What about the positional rating, though. How high can it go depending on talent? I can't find that in the FAQ.

Positional rating is not affected by talent I don't believe. Positional Rating represents how much experience a player has at his natural position. If you want to change his natural position, his new position rating will need to exceed the current position rating for the change to occur.

Wrong - it does affect it.

I just cannot remember the definate ratings per talent.

For example: Two of my 1.5 OL have peaked at 3 stars..

I stand corrected.

If a player with 1 star talent has reached 3 stars in positional rating (his max according to the chart above), then is it still possible for him to change positions? As I understand it, he has to get a higher positional rating in the new position to change, but if he's maxed out, he can't get higher, can he?

I personally don't know, but from my understanding, their BPOS for a position will drop if they're not playing there(albeit very slowly). If so, that would definitely solve that.
