I know, it is frustrating as it seems virtually everyone is playing friendly already. I went through 25 teams randomly and they are all unavailable for a friendly. Is there any other reasons they could be unavailable? Are there any level restrictions?

No, there aren't! If a team is unavailable there are only two possible reasons:

1.) The team is a bot

2.) The team has alrady a friendly scheduled.

And of course, you can't challenge teams if you have already a friendly scheduled

You forgot 1 reason

3.) If you challenge a team on Monday, it's possible that this team still has to play his friendly in the evening.
