Any idea when a stand gets a second level? No stadium in the game has one yet(If I am correct).

The end zone stand has a max cap of 25.000. The pic under stadium type shows that a stadium has 3 levels. So maybe:
Level 1: ?1000? - 9000
Level 2: 9001 - 17000
Level 3: 17001 - 25000

Or maybe it reaches the third level when it hits is max cap.
