Do you have to build facilities one at a time, or can you build the facility and upgrades all at once? If I had $350k, I could build a Fitness Center with upgrades in the normal construction time.

Are facilities like stadium seating -- if you're upgrading them, then you don't get the benefit?

You can build all your facilities at once and upgrades do not have a construction time. So there isn't a period where you would miss the benefit.
Note that a fully upgraded fitness center cost $500k (350+75+75) total.
