All he said was inside the 40, he never said which 40.

But yes, it's inside your opponent's 40, meaning that to get into FG range they'd have to drive 25-30 yards at least to get into FG range(at least with the skills of the kickers on the game so far). Plus you do see a lot of teams go for it on 4th and short in that range. Usually not 4th and long, and when they do it's a pass not a run, but it's that really that rare.

This is really a hole in the orders. First it seems to assume we would only run on 4th down conversions which is not true. Second it assumes what yardline we would either punt or go for it. In this situation alot of teams would punt to put the other team in horrible field position, easily inside the 10 and hopefully inside the 5 and possibly the 1 yard line. As of now we have two options: kick a 50-60 yard field goal or run the ball.
