For money: Go to Club and then Economy on the left side of the screen.
For tactics: Go to Club and then matches and then you click one of the round things behind the match names.

Team selection:

Note that there are three tabs, one each for offence, defence and special teams/game parameters. Once you are happy with your player/position for that game you can set it has your "default" selection and then select submit and there should be a message that shows your game settings are successful.

If you check back to the upcoming matches you should now see that the small circle in the box has become green to indicate that the game has had a selection submitted. You can still make changes if you so wish

To save time it is easier to select a future game and load the "default settings" and make any changes if you see fit.

I don't know exactly what you are after, but in order for a match setup to be legal, then you have to follow the legal formations, all the player positions filled, a player fielded is injured and then make sure you don't have the same player twice on the same side of the ball.
