I think it still works, that's exactly what I did a few seasons ago when I rebuilt.
Promotion is pretty difficult right now in 2.1 that's for sure. For many seasons, 2.3 was the meat grinder and home of future TD champions. 2.1 is like that now, we've got at least 3 teams that are probably TD ready and a couple that are getting really close. A quick look at the Region Cup final 4 shows why it's so tough to promote from this region.
