When I got my team I was put into level V.

If someone else starts playing grid-iron and their team is entered into level II for example, will they start with the same quality of players as everyone in my level or do they get better players?

If for some reason that happened, then yes, they'd start with the same level players as you did.

But, all new owners start out in the lowest division with an opening in that region.

New managers always start in the lowest level. If some would start level higher than lowest 'cos we just want to replace bot teams, this would be unfair to those who are already play at lowest level.

So new managers will always start at lowest level, where will be plenty of bots for easy start. Higher levels will be in time filled with keen managers, where will a real slaughter.
