I'm shortly going to be promoted to Division IV (woohoo!)
What skill level should I be looking to train my kicker/punter to? I'm mindful that I shouldn't be overtraining my players at this stage for wage bill reasons.
What's the average skill level I should be looking to train my players in other positions to? I was thinking around the 10 mark (eg. 10 catching for wide receivers, 10 blocking for offensive linesmen), or should I be aiming to train higher than this?

As for kicking and punting, 10 (to 13) should be about the maximum you need to worry about at any level. The benefits of higher skills are minimal compared to the cost of keeping such a player. As for your other position skills, that will depend mostly on your competition. In most division IV leagues, 10s should be plenty, but there are always exceptions.
