I know every one says to build heaps of VIP boxs but when do I stop building VIP boxs and start making other seats?

When you can't build any more VIPs... 750 on North/South and 1000 on East/West.

Definitely finish building all VIP first, then all executives, and lastly do the cheap seats. It gives the best return on stadium development in this order.
