-Gives you more players to choose from (up to 4 max). You still only get one player.
-Allows you to see a skill score for each additional level. The skills you see with a full youth academy is strength, speed, agility, and stamina?
-Gives the youth a chance to have higher non-fitness skills. Starting skills can range from 2-6 instead of 1-5. (I may be off by a point on these).

And it's the last facility you should construct. Stadium, coaches and all other facilities should be purchased or built before it
To add to the above info given. It gives you 3 players to pick from and higher max starting skills. I'm sure fitness skills are included. And the ability to see one of the fitness skills, I think it was speed.
The further upgrades give you a fourth player to pick from, and open up the other skills to be viewed also, and the max skill level becomes higher with each upgrade.
It cost $620K to construct, and of the 3 upgrades are $250K each ($1,370M). And will cost you $380K per season ($20K p/w) in maintenence. Takes 15 days to construct.
