So, if there are bot teams in the third division, then why did I get stuck in the 5th division?

There are bot teams in every division when you sign up you are give a team at random

That sucks. Seems like they should fill up the highest divisions first.

you get a team at random in the lowest possible division

They did in the beginning, every bot in Top, Div 2 and most of Div 3 are teams of player that stopped playing.

Now they fill bottum up as it schould be.
