I know for the long term Neubert would be the better option (higher talent, BPOS, and easier to train) but right at this moment, which QB would you rather have starting for you?
At this stage, your current starting QB is an afterthought. With a mostly bot league, you need a decent RB, and he doesn't even need to be expensive. Just high BPOS will be enough. All other positions, you need to be building towards the long term future. Find players speed and strength caps and with intelligence and consistency, place high talent players where they will fit best and keep playing them there. Eventually, you'll start training the appropriate skills for the positions. The truth is that a passing skill difference between 1 and 6 for instance doesn't really mean anything. Personally, I consider a player untrained until he has a non-fitness skill of @10 or higher.

I understand that passing won't make too much of a difference but won't the big difference in intelligence play a factor?

Yes, definitely a better long term option than either of the other two.
Remember, for all positions, BPOS is king. The more stars, the better. You want high INT for QB's as well, but I've seen successful QB's with low INT, so I'm not sure how necessary it is. But if you can get both, no reason not too.
