I read "spilling the beans" pdf and it says to spend all of the starter money on VIP seats. However, should I evenly spread the VIP seats into the stands where I don't have seats? Or put a bunch of VIP seats into one stand where I don't have seats?

all in one stand.
everytime you add to a side, the seats on that side become unavailable to use while construction is happening.
