I can answer most of your query. For each division you will get the choice of three sponsors, the value of these three will be the same throughout the division, regardless of position.
And yes, amount does go up, the tiers I'm unsure of

Higher divisions get slightly higher sponsor payouts I believe.
Though one thing that does pay more based on league position is the club shop. Though it's also effected by division and whether you won or lost your last league game.

I believe team form over the last 8 game is taken into consideration

The amount of sponsorship money you get through a season is based on three things.
1) The Division you are in. Higher divisions get more money.
2) The option you choose. In each division, you are offered three choices. The higher the weekly standard payout, the lower the payout for wins.
3) The number of wins your team has. As mentioned, each payout type is partially based on the number of games (league/cup) you win. So the more games you win, the more sponsorship money you get.
So, in answer to your question, no, the team that just misses relegation does not get the same amount of sponsor money as a team that finishes second, because the team finishing second will have more wins, thus will have gotten more sponsorship money.
