Sorry if this has been answered somewhere- I read through all the FAQs and didn't see it.
I'm in a division where I am one of two human controlled teams- the rest are bots. Why aren't new members put into the same league of all human controlled teams? Thanks.
New humans are put in random divisions in the lowest tier

Like most similar games, putting humans in the same division does not necessarily help. A lot of managers quit unless they really have a lot of people they know So you might end up battling bots no matter what.
Besides the lowest division filled with humans would become a frustrating bottleneck without bot-flush

If it was set up that all new managers were put in the same leagues starting out to fill them up, then you would just transfer the bot problem to the higher levels. Only a few human managers would be able to promote and then be stuck in leagues with bots again.
Personally, I'd prefer to see new managers given the bot team with the best record in the league with the fewest human managers. This would increase the chances of humans promoting, and help get the bots to the bottom where they belong. It would be boring the first season, but a manager that's likely to stick it out will use this time to lay a solid foundation for their team for the long term.

+1
But sadly, I think the formula is that the human team is given the BOT team with the worst win/loss, but still.. You need that easy season or two in the lowest league to build your finances and gather talent.
