At this point, you're better off building stadium first. Build VIP's, then Exec seats once all VIP seats are built. Once you've done this, you'll have a stable enough income to pay for the nutrition center, youth academy, etc.

But to answer the question, on the nutrition center page, there is a plus sign in the upper right corner of the page. Clicking it will upgrade if you have enough money. At the moment, we aren't being charged maintenance each week for the nutrition center, however, the new game engine should be installed within the next week or two and if the nutrition center is used in the new engine, maintenance fees will surely start. If it's not used, then it won't be necessary to have it.

Youth academy is indeed under construction, along with Fitness Center, Training Hall, Club Shop, and stadium.
