If you are not promoted, (i.e. remain in Division V), do you stay in the same league or move up from league 36 to 9.

Are leagues re-arranged so minimum number of human players in each or in some other way?

If you are not promoted or demoted you will stay in your league! The leagues are only changed through the demoted teams from higher divisions and promotions from lower divisions!
