Well, the player has great talent and pretty decent initial physicals (Speed being the maximum possible value for a youth pull at 15 - meaning the likelyhood of a high cap). He's got no weight issues and is at the youngest possible age at 16 (though nearly 17 due to it being close to end of season) which are both pluses also.

His intelligence and consistency are fairly mediocre however, and his height isn't fantastic. The importance of these three things varies incredibly between opinions, but the general consensus is that he certainly is not QB or Kicker material. I still think you'll get a really good price for him still as none of these three values are REALLY bad.

As for what to do with him, most people will tell you to sell him (because he'll bring in a million or more) and build all the VIP/Exec in your stadium (and thus set yourself up financially forever). They will point out that you're unlikely to be able to develop him quickly due to lack of facilities. This certainly isn't a bad option as the current market for 4.5*+ talents is a little crazy.

However, because it's crazy, coming across any building blocks of your own in the future will be hard to come by. You could certainly hang onto him if you wish and develop him at a slower pace (he's 16, so many years ahead of him). Stadium building is very important, but consider that you've still got one home game, friendlies, sponsorship, game day sponsors, $329k for winning your league and very little expenses PLUS at least a million or so in savings, you would still have enough cash to build a decent portion of your stadium out at season's end.
Alternatively, you could even sell him for a better price next season when his physicals are higher and he's still 17 years old. It's up to you to decide what you'd prefer to do.

I'd say he's fine material for a CB, and as has been mentioned I'd say sell him.. If you put him up for a million I'll even put in the first bid
