Just buy anything below a certain limit when you are out shopping for talent.. Say everything under 5 or 10k that suits your requirements, just buy those and only scout when you actually need it..

Yes it is one option for a team with some stadium built. But if you are a new team. You shouldn't be on the transfer market in the first season.

The amount of money I wasted on scouts and transfers in my first 19 weeks was crazy. About $10K a week. I could've brought 800 regular seats with that money instead.
