If I win my league I understand that I would go to Div III league 2, I am curious, can I promote to the next Division if I finish in 2nd or 3rd place?

No, you must finish in first place to promote out of your current division.

Where do you get that assumption from?
Right now you are basically tied for the first place.

I am tied for 1st place based on record (we are 1-1 heads up) however based on tie breakers he is in 1st place, I also have two more human games vs just one for him, so he need to either lose his last human game or have a bad game against a bot for me to take the league, I hope to take care of business and get lucky
