You can pull youths, but you will not be able to bid on new players once you reach 70 players on your roster. In fact, once your roster size plus your bids outstanding reach 70, you can no longer bid on new players. Example: 68 players on the roster and bidding to buy two more = 70 total, so no more bids can be placed.
