Apparently adding penalties was a priority, but I hope that this is an even higher priority in the next match engine.

There is little point in going on a 70 yard drive to end the game if you can't kick a simple field goal as time expires.

As I see it, we don't need penalties as much as we need the option for last second field goals. Hopefully this is what "special circumstances" means.
